Vision
Air first, because air proves the core. Sea and land inherit it rather than rebuild it.
Most militaries run a separate stack per domain. Air has its picture, the surface fleet has another, the ground element has a third. Each was procured separately, each speaks its own format, and the seams between them are filled by a person reading a grid reference down a radio.
That person is the bottleneck. The seam is where the target is lost.

Four consequences of building the core before the platforms.
A track held by an aircraft is already held by the surface and ground pictures. Nothing is converted, relayed or retyped between domains.
An aircraft that finds something can cue a surface sensor directly. A person authorises the decisions that matter; a person is not required to carry the data.
The same operator concepts hold across domains. Learning the air picture is most of learning the surface picture.
A new domain is a new body on an existing nervous system. The expensive part — autonomy, perception, mesh — is already flying.
Vision is cheap. HADI is the part that is not: a modular airframe running Flowstate today, reconfiguring in the field between persistent watch and precision strike.
Sea follows in 2027, land in 2028. Both inherit the core rather than repeat the work — which is the entire argument, tested.
